Default tax return

i've been on H1B for the past 4 yrs. i plan to quit my job and move to canada in
Oct/Nov. the Q is that do i still need to file state and federal tax return for yr
2002? and since i'm not a resident, can i get the social security/medicare tax back?

Yes.

and since i'm not a resident, can i get the social

Yes, you need to file a return for 2002, and no, you don't get Soc Sec or Medicare
taxes back. Assuming you are a Canadian, this will entitle you to both a US and
Canadian gov't pension under the "Totalization Agreement".
