well no actually, but your question was related to the social services being able to do something about this...and they can't because right now, he is as innocent as you or I according to the law.

Shouldn't be allowed to happen until after the trial. So whose fault would it be if he had these kids and then he is found guilty at the trial??

If I can't have my EAD until they've checked me out, he shouldn't have kids until they've checked him out :D
