Dev's Step Dad is a cop, he tazered Devin's little brother, it didn't look like he enjoyed it much. He didn't do anything wrong, the Step Dad just thought it would be funny, superb cop that he is!

I think they shocked him because he was a white middle class english drunken winker who thought coz his dad was a head teacher at a local grammar school (probably) he could get bladdered and chat pure. If he was in my local in Manc we would have shocked that silly biatch for fun - surely Manc agrees with me on this one???
