But it is a true point, I've heard pretty similar by the Brits about the U.S.

Yep a girl I went to school with had a double masectomy 2 years ago at the age of 29.
I understand mamograms are not readily available on the NHS unless lumps are detected however I find it hard to believe not one out of 10 doctors will refer the op who has private cover.

As a general rule that is correct. However, I know for a fact that you can get mammograms well before that with increased family risk factors.
It's like smears, UK offer every three years not every year unless conditions, treatment or family factors necessitate more frequent tests.
I have yet to find any written evidence however, to change my view that in the vast majority of cases it isn't just the US sending women for anual tests purely to make money.
For some reason though, even when "free" to go, the take up of smear testing is still lower in the UK. *shrug*
