Would it be worth our while to submit the SS-5 for a social security number
and have them do the manual verification or wait until we are in the SAVE
system before proceeding?

We applied at the local SS office in Jacksonville, FL and were told the records needed to be verified in Miami, and were told the approx. wait time is 60-90 days. We had the EAD card, and the SS rep printed a paper from the computer with some information already obtained from their system.
Is this normal? The rep said this was normal procedure.

Without having been there it sounds like the SSA office wasn't able to
verify your status through the SAVE system, so they are sending a Form G-845
to the local immigration office for manual verification. Nothing to stop
your from going back to the SSA office every couple weeks with your
documents to ask them to check your with SAVE again and to ask if the G-845
came back. After 35 days and no response to the G-845 you can ask if they
have followed up on the G-845 request by calling or send another G-845
marked "second request".
