make the actual plastic green card between the time one gets his/her passport stamped
and gets the actual green card? Do they make them in the local district office or in
the service center or in the INS headquarter? They can make the EAD on the spot why
can not they make the GC this way?

Green Cards are produced at the Service Centers. Why don't they make Green Cards at
the local offices like EADs - because that might make sense, and after all this is a
government office, you can't have that happening ( I would assume it is for security
reasons they are only made at Service Centers, it would be difficult to regulate all
those Green Card machines if each office had one) Take Care. Shelley
