Shanghai has 20 million. Moving 2 million is probably just like rush hour traffic...

What always gets me is:

The NOAA and NHC have both stated for at least 30 years that the nightmare scenario was a Cat 5 hurricane hitting NO.

NHC maps, which were all over the news at the time, clearly showed Katrina headed straight for NO at least four days (by the 25th) before it hit. You don't have to be an expert to understand it was seriously bad news. In fact, the NHC forecast would prove to be unusually accurate ( http://www.livescience.com/environme...recasting.html ).

Nagin told people on the 26th (three days before it hit) to prepare for evacuation. The National Guard was activated in MS, LA and AL on the 26th.

Then people were told to (voluntarily) evacuate two days before (the 27th). Even President Bush was on TV on the 27th pleading with people to leave.

The evacuation became mandatory fully 24 hours (morning of the 28th) before the storm hit. The NOAA and NHC warnings left absolutely nothing to the imagination and basically predicted the destruction of the entire city and surrounding Gulf Coast.

Still, 100K people, most of who clearly had the time and ability to react and get the hell out of there, stuck around.

Yes there was traffic to deal with, sick people etc, but how many hints did people need? It's not as it this came out of clear skys.

Bush did declare a state of emergency on the 27th but it didn't include any of the coastal parishes of Louisiana. And when has GWB ever done "pleading"?
