Both are good in their own ways but as a recent arrival to Seattle I would probably choose Lush green over parched desert.
Depending on what you like to do in your spare time/weekends and if thats the outdoor kind of thing..Seattle is might be the better option of the two..unless you like running from your a/c home/office to a/c in car to A/c mall or indoor activity and thats for a lot of the year! Phoenix is very very hot and takes a big climate adjustment.
Seattle has pretty similar weather to the UK and if three months of sunshine only can work for you it might be the right place. It does have beautiful mountain scenery..Mt Ranier blows me away whenever I cross the I-90 or 520 bridges. It is expensive to live in Seattle. We are renting a duplex for $1300 a month in a nice area, finding the right house to buy in a good area is proving tricky. For a home in the city, in an area you'd feel safe, it probably starts at the $400k mark and thats for a fixer up, so as Amerlisa says expensive. Good luck with your decision, maybe visit if you are looking at them with living in them in mind rather than as a vacation destination.
