It does say that he is looking to intern with a democrat also. Still, look on the brightside. At least at 21 he'll be able to drink and pass out somewhere in public like he once did in London.

What about taking marajuana? Can he do that in DC as well?

Surely he'll be admitted on diplomatic waiver. And NOPE, you can't toke (legally) in DC and if he gets caught his butt had better be on Air Force One to Lakenheath.
