I have a friend that is a permanent resident and her 10 year card will expire in
February. We are assuming she has to use I-90 to replace her card. How soon does
she need to start the paperwork to replace this card? What is the fee? She lives
in Missouri, so assuming she will send the paperwork to the Kansas City INS
facility. Thanks

Check on the INS website. There are quite specific instructions on renewing an expiring permanent resident green card. It is right on the home page.
