Does any one know if the consulate forms for birth registration have been moved.

It may not be available online any more. The main Britainusa page is only showing very limited information. http://www.britainusa.com

Call the Consular Section directly on 202-588-7800 (or 202-588-6500 for the main Embassy switchboard) and ask for the forms to be sent to you.

If you have any problems with the Embassy then you should contact:

Nationality & Consular Registration Section
Consular Directorate
Foreign & Commonwealth Office
Old Admiralty Building, London SW1A 2PA.

I think your right Jaj..... Thanks. I haven't been on that site for a while. Correct me if I am wrong, but the site has changed hasn't it?

It appears so. You should use http://www.britishembassy.gov.uk as a portal for the contact details of all British missions.
