Dice.com and TheLadders.com are both pretty good at listing IT jobs. Dice has quite a few listings actually.
Something worth noting is that during tough times, one of the first things to get cut is money paid to headhunters/recruitment agencies. Many firms will go 'in house' in the sense of asking their employers to network and find resumes for new positions, rather than pay a rather substantial chunk of change to some headhunters who just send in resumes.
When recently applying for a few positions we were actually counseled by some looking for employment to stay away from recruiters as firms were balking at having to pay that money when there were so many people already looking for work. Just a thought.

check out linkedin.com and indeed.com as a good agregator of jobs.
Tap your connections is also your best option.
You already in the US and work authorised? If not, probably wouldn't bother unless you had niche skills.
Anyway, depending on what kind of IT your in, there's also www.rentacoder.com o-desk.com and a slew of others that are pretty general, but you can select by region and don't forget craigslist.

My husband is on L1 and we would be moving in August therefore I wanted to check how and where to look for jobs in NJ/NY.

You asked a yes/no question... and md95065 gave an appropriate response. To clarify his response, I am certain that someone "would know" to how get such information. His reponse doesn't infer that he knows... only that someone does - which is what you asked.
