questions on I-130...

About to send in I-130 but want to ask a few questions about some of the sections:
Questions 17 - Address in the United States where your relative intends to
liveo you have to state an address at this point? If you do state an address, could
one use a family member's address and later change the address of where they
want to live?
Question 21 - ... Your relative will apply for a visa abroad at the American
Consulate in (city) (Country): Am I only allowed to choose Montreal, Quebec CANADA if
I live in Ontario or can I choose a consulate closer to me (i.e. Toronto)?

I'm not positive, but I'm pretty sure that Montreal is the only Consulate in Ontario
where you can apply for the visa. It stinks because I live 45 minutes from Toronto.
Maybe I'm wrong, but I don't think so.

Montreal is the only Consulate in Canada that does Relative Petitions. Take
