Question about customs form 3299

I'd be grateful for some advice relating to the filling out of this form. My husband (who is a US citizen) is completing the form in his name for our pending move from the UK to the US.

Is he classed as a resident or non-resident on the form? I'd say that he's currently a non-resident, however by the time the goods reach the states by ship, he will of course be resident by then!

Also, when he lands in the US, does he have to show a copy of the customs form. Also, do I need to fill one out too? I am very confused!
