Default How do you set up a provisional file?

How do you open a provisional file? Does it save a lot of time? Is it worth the trouble?

For background info, my fiancee applied for a K1 to Texas Service Center. It is in processing right now. I live in Toronto, Canada.

You will be using the US Consulate in Montreal and they do open provisional files.
