President to Sign Bill to Abolish the INS Today
President Bush will sign the legislation creating a Department of Homeland
Security at 1:20pm Eastern Time today. He is expected to name Tom Ridge as the Secretary of the new department. Although the INS, the Customs Service, the Coast Guard and parts of 19 other agencies will become part of the new department, neither the FBI nor the CIA will be included. The INS will be abolished, and be replaced by the Bureau of Citizenship and Immigration, and the Bureau of Border Security.
