Default post 9/11 bankruptcy?

Theoretical question:

If after 9/11 someone had to claim bankruptcy due to losing there jobs, and were in the states on a L1B1 visa.

they then returned to own country (Canada) but wanted to get back into states on a temp work or perm basis, would there bankrupcty in the states impede there visa application?
