Well it is a good hub for the industry and stringing out into NJ/CT and to a less extent MA.
LinkedIn advice is the best one given though, of joining groups and getting involved, which gets one noticed and people to connect too and getting recommendations from those in the industry and on the ground in the area.
Though focusing on a recruiter in a specific location is a bit of a waste, a good one will have contacts all over...and unless you're really senior, they're mostly as much use as a pin pricked hat...pucking useless as they just scatter gun approach people, putting companies off so that they don't have to pay a fee if you contact them by other means.
For needing a visa, you'll want to contact companies you are interested in directly by founding the hiring managers and getting in touch with them directly, which you can do by using LinkedIn.
