Photocopies of US certificate of naturalization
 

So, What is the official story on taking the photocopies of the US certficate of naturalization.

On my certificate, it says it is unlawful to do so.

However, I've heard that it is not unlawful anymore. We are applying for the green card of my mother in law and were wondering if we should or should not send the photocopies. If not the photocopies, if we should send in the originals?

For the N time. It is lawful for use with the INS but unlawful for ANY other
purposes, agencies or departments! In your case use a photocopy.

I think it is just something they say (don't copy) so people don't make a habit of
making copies of it. However, it seems if the Government asks you to make a copy of
it, that's OK. The INS is not the only Government agency that says you can copy it
either. The State Department also tells you to copy it on their National Visa Center
page (http://travel.state.gov/nvc.html)

holder). I recently became a U.S. citizen. How can I upgrade the petition?

Please make a copy of your Naturalization Certificate. Send the copy - NOT the
original - to the National Visa Center with a letter containing the beneficiary name
and case number of the petition you want to upgrade. We will send the beneficiary any
additional forms and information that may be required."

Will soon find out if they want the original or a copy when filing for a
passport also.

Yes in reference to a petition which is handled by the INS and not the NVC.

The State Dep wants the original. Clearly stated by a State Dep Officer upon Oath for
passport applications.

The point is that in order to photocopy the certificate you need authorization. INS
decided to give authorization for all INS purporses because they know that they will
lose it. Actually what they do is send all the docs to a filing/storage center and
to take it out of the mess it would take years (explanation given by an INS officer
upon Oath too)
