if renewing a UK passport in the USA and attaching my current passport to the application, do I need the counter signature bit done (on the form and on a photo) ?

No, I renewed mine last year. Filled in the form, sent the expired one and got my new one about a week later.

I had my friends Dad do it, he's a retired Fire Chief.
Ds had his signed by my other friends Dh, he's a juvenile probation officer. I just hoped the embassy didn't think my kid was one of his Juvies.

you only NEED the countersignture on a renewal if the photo has changed so much you wouldnt recognise them as the same person.

Agreed with the above. Unless your looks have changed significantly, it doesn't need to be done. I renewed my passport last year and didn't get it countersigned.

When I renewed my British passport in 2005, I called the UK Embassy in DC about whether I needed a countersignature and was told that this was only necessary if, as others have already mentioned, your appearance has changed noticeably.

On that basis, I decided I didn't need a countersignature and this proved to be no problem in processing and issuing my passport.

I neededn't have bothered for mine, but the boys were going from little kid to teenager passports, I never thought of that.
Even with a countersignatory on middle Ds they called me to fax them a copy of the picture page out of his US passport, to be sure.
