I really don't understand why people are insisting on cutting the photo's....As I said earlier, I just went to Walmart, got regular passport sized photos and sent them in. I didn't do a thing to them, and I still got my new passport!

Our local 'Postal Annex' store took British-sized photos with no problem. Well, it was a strange process, when I called the woman said, "The size is the same as ours", when I arrived I found she meant the same as Iranian ones, but she had a little guide thingy which took them fine. The photos were taken in an area where she had a little dressed-up dog running around all over the equipment and also an old guy who kept wisecracking to make the kids lose their composure

I imagine because they specifically state that they want the pictures in the standard UK passport size - nobody wants to send their application and get it returned as the pictures are not suitable.

Given the difference in size there is a danger that a US passport picture would not be suitable to meet the requirements for the UK.

I appreciate everyone's posts, It looks like there are adozen options. I guess I was afraid that they would be over picky. Now I just have to come up with almost $300 to do it- then I wont be able to afford to go to England anyway.
