That's not entirely true. Some jobs, mostly government ones, are restricted to US citizens, or sometimes to green card holders and USCs. These are typically law enforcement (local, state, or federal) jobs, or ones which require security clearance, though not necessarily.

I don't think they can just choose their own title. The title is affixed to whatever the company calls a person in that role. My title used to be Sr. Admin Assistant. The company changed my title to be Facilities Coordinator, but my job duties stayed the same. I can't choose to call myself whatever I want to.

OK. I guess I'm just not part of those many people, since I don't have the freedom to call myself what I wish to. I'm governed by what the company I work for gives me as a title.

Which is perfectly reasonable and sensible. If the job you do is known to most of the outside world as, for example, "Warehouse Manager", there is no point in putting "Inventory Depot Director" on your CV/resumé just because that's what your employer chooses to call your role.
