Look you have waited and been disappointed but why not call the US Consulate in Moscow again, see if since you have an appointment in place, could that appointment be changed to an appointment for the interview on a I-130 instead. If yes, go to Russia, get married and file the I-130 and have her do the interview for the I-130 rather than the K-1. Use the money you will save for the wedding for airplane tickets instead.
