Hi:

The money owing from all the people who pull the common stunt under consideration has a monetary value. And airline might chose to "assign" the debts to someone else for adequate compensation and then THEY go after you like a collection agency.

Strikes me as a little like getting married on the VWP, if I buy a return flight to ABC and meet my good buddy who asks me to drive home with him I have done nothing wrong where as if I had planned to meet him and saved money on the fare then I am a criminal, it's not as simple as assigning debt.
