Default NYS Family Health Plus Insurance Plan

I read a billboard on the way to the office this morning which I think might be of interest to many New Yorkers who do not have health care coverage. It is a health care plan provided/subsidized by NYS. It is called:

Family Health Care Plus Insurance.

The URL is: http://www.lipc.org/fhp.htm

You are eligible even if you work. The URL gives all the particulars.

It includes health, dental, vision, etc.

This might be considered a means tested benefit. To qualify, you can not exceed 133
percent of the poverty level, 150 percent in Oct 2002.

I find the following very interesting.

Coverage for childless adults depends on New York State receiving a federal waiver
from the Health Care Financing Administration. A waiver that no other state has
ever received

The Oregon Health Plan has been around for about 5 years and does exactly what you
say - provides essential health coverage for folks who are not covered through their
work. Household income is the other qualifier.

Since it clearly states it is available to immigrants of legal status and immigrants can obtain welfare and other means tested benefits after being here a said amount of time, wonder if it is means tested.
