Default New VISA issuance rules?

My news groups are buzzing about interview applicants in China being told that as of 8/1, there will be a delay in receiving their visa. The visa is granted, must not issued. There was no expected waiting time. Just 'go home and we will tell you when to pick it up'. They didn't even add an insincere apology for the $500 or so in airfare to go home and come back.

Also found an email from the Moscow embassy. Here is the post from 001:

Dear Sir:

We apologize for the delay in finalizing immigrant visa cases. Due to
recent changes in processing requirements, we are required to perform
additional administrative processing on the immigrant visa cases following
the interview. We are not able to offer visa issuance on the same day.
This additional administrative processing is mandatory and we cannot issue
the visa until it has been completed. For further information regarding the
status of this case, please contact our visa information center by telephone
at +7 0952582525 or 1866 US VISA from the United States. We do not
recommend that you contact the information center until at least a week has
passed since the visa interview. Additionally, we strongly advise applicants
not to buy tickets or make any permanent travel arrangements before they
receive a visa.

Anyone know this was coming?

Don,

I am in this boat, only in Moscow. My Fiancee had her interview on July 22nd, she
was told to return at 4PM to get her passport and visa. When she returned, all
that were interviewed that day were told, "No visas would be issued, call back
after 3 days". The time has grown from 3-5-7-14 days. Now it is 2 weeks minimum. I
have heard 4 different explanations from the Consulate, so I know they are lying
about what is going on. There have been no visas issued at the Consulate in Moscow
since July 19. They are still doing interviews, and telling people their visas are
approved, but the visas are not issued.
