" OK, guess who will be identified at the consulates or by INS officers - it won't really be nationals from all countries as the US embassy is at pains to point out. Not that I think that's necessarily bad - you have to focus in on groups that have historically caused problems and hope that the next major terrorist isn't a British grandmother entering on a visa waiver. BTW, the exit regualations started yesterday; the entry ones were brought into force on 9/11/02.
