Just to reiterate, that the I-551 has been secured at the NYC INS at the division which oversees Congressional intervention. The reason why the card never came was because the I-89 was never sent to Vermont. It was dispatched in July of 2001 instead of August of 2000. So we are back to checking the mailbox for the plain white envelope without a return address.
Security is tight and from what Jim saw yesterday morning, without a letter of appointment you weren't being let in. He saw two people turned away. But then that was at one door and there is yet another door where the line forms early in the mornings. Whether you can get in there without an appointment he doesn't know. If you need to go to the NYC office, then go early and hope.
