FIFY :) ….. There is no "E" visa beyond an E-3, at least not yet.

Thanks. I really am grateful.

I didn't mention your typos earlier.
Thought it would be petty.

You won't be a UK tax resident and so personal allowance is not applicable.

Personal allowance still applicable https://www.gov.uk/tax-uk-income-liv...onal-allowance

That says if you're living in an EEA country? Geography never was my strong point, but I'm pretty sure the US isn't in Europe.

I reading this "you’re a citizen of a European Economic Area(EEA) country - including British passport-holders"

Citizen not living.

Ah, good point. Although unless the OP won't be tax resident in the US (unlikely) it won't be relevant anyway.

Dont agree it won't be relevant. If rental profit in UK is less than UK tax allowance then means no UK tax to pay and hence no foreign tax credit to claim back, so it does simplify things. Also chance that OP might not need to complete UK return in future years if they are always below tax allowance - that is my current situation.

However, none of this changes US tax and reporting on UK incone, assuming OP is resident for tax purposes.

Whether it should be or not, I've got one. Inland Revenue allocated me a tax code accordingly. I'm trying to get them to record me as no longer UK resident for tax purposes but you try telling them they've got things wrong!

Personal allowance should still be relevant and a Self Assessment would need to be completed for the rental income - you mention splitting it, so assume you both share 50/50 ownership. There is a section on the HMRC site that explains the process for your situation as I remember it, presumably so all the Russians who own property in Chelsea/Kensington know what to do with their income.
