She may petition but will have to wait for number to become available, currently around 5 years.

As others have said your plan of just travelling around after his J1 expires may not be that simple. And there are limits to how much time you can be outside the US if you want to retain your green card. Being a green card holder does not make you a citizen, and only citizens can sponsor people to live here.
I'm thinking that you need to do a lot more research and sharpish.

Oops. Had it in my head she was a citizen when I said that.

What if her visa is an unmarried child class? Perhaps that is why she can't marry before arrival---she is not a PR yet. Probably why they didn't marry beforehand and get him a GC too.
After arrival will be a different story.

Yep -- that's what I assumed. But after arrival if she marries, it doesn't move him much further forward in being here, does it? Still got the five year wait presumably.
