I managed to get some news about the visas:
It's not a H1B but the temporary one is a B2, the long time one is a E2. Does it makes the offer more attractive ?
Moreover they are offering 70k instead of 60k, still low according to the standards you have mentioned.

You cannot work with a B1 or B2 visa. An E2 visa is for the employees of an E2 Treaty Investor: they can obtain E2 visas for qualifying employees who are the same nationality as the investor - this doesn't seem like it applies to you. Was it perhaps an EB2 visa? An EB2 visa is green card in the Employment-Based “Exceptional” Ability or Advanced Degree category and quite frankly getting that is going to be pretty much impossible (you'll need MASSES of proven experience in the field - 10 years minimum, multiple letters of recommendation and your company will need to prove that no US citizen can take the job). If the lawyers could swing it, will take at least 2-3 years from beginning to end (best case scenario). Someone is very confused about how to get you there and this is a warning sign.

OP have a Masters in the field, EB2 sounds possible.

San Diego is nice, and lots of people get by there on $60K to $70K. The median income in San Diego County for a family of four is $63,400. All those people aren't living in studio apartments. The salary is not flash but you will certainly survive.
More to the point, though, from the information you provided - it seems you are being substantially lowballed on salary. Plus the visa questions everyone has raised don't seem to have satisfactory answers from the company. As well, "half" on health insurance, what does that mean? Half the premium? Half the out-of-pocket? Read the fine print carefully.
If they will lowball you on salary - they will cut corners on lots of other things. Buyer beware.
