missing departure date in the passport of an F-1 student

missing departure date in the passport of an F-1 student
My sister is here in the US on an F-1 student visa but in her passport upon her arrival to the US INS officials at the airport have not stamped her departure date (that space is left blank).
In her I-20 she has a one-year staying period but her passport doesn't match that.
When we applied for an SSN number they told us that her visa had expired (they had seen the entry date in her passport) and that she is not elligible to get one. I tried to explain them that she has just arrived to the country and showed them the I-20 form that had the correct dates and they said they'll send the information to INS and I should wait to hear from them. This has been over 40 days that we've been waiting and nothing from INS has come yet.
Should I continue to wait and keep calling them for the status or should I take my sister and go personally to INS in Boston to clear the things out? I am not even sure if that's the right place or the right thing to do.
This is my sister's first ever flight and I am also thinking the reason of not having the departure date in her passport
might be of her not being fluent in English and therefore not presenting the sufficient and complete papers at the airport.
Has anyone encountered a thing such as this? Can anyone help us??????

Strictly the INS officer should have written D/S meaning Duration of
Stay which is defined by the I-20.
The SSA is requesting INS verification on ALL applications for SSNs and
it is taking about 6-8 weeks!

D/S means Duration of Status, which means that you can stay as long as you are not out-of-status (for students F1 status).
