Does the "Red Book" issued by the British army on leaving constitute a certified military record?

They are after your date of enlistment and discharge and your conduct rating/reason for discharge...if your redbook contains this info it will be fine, if not I would obtain a discharge certificate/letter with this information on.

I was in the air force and this was fine for me,sorry I don't know what your "red book" is.

Yes, your 'Red Book', Regular Army Certificate of Service, is EXACTLY what is
required.
