In all the experiences I'm familiar with, if the healthcare provider is tardy in billing the insurance, ie sends a bill more than a year after the date of service, the insurance company will not pay it and it will be passed on to the patient. That might explain the situation. This has happened to me in the past and I know people who have had the same problem. In my case I just ignored it because it was just one doctor's visit and I wasn't going to pay for their laziness. Can't imagine what your friend should do though for a bill of that magnitude. Definitely should speak to the insurance company though.
