I suggest actually reading the article. Los Angeles is an example of how human intervention can have a positive change on the environment. I grew up in Los Angeles, and as the article points out, things have improved dramatically.
Now the Central Valley is another matter. It used to be going south through the Grapevine lead you from clear air to brown air. It is now going north -- when one descends the Grapevine, you can the brown air ahead.
I am amazed that not only has the air quality improved dramatically, there has also been population growth at the same time.
[BTW, due to the existence of an "inversion layer," the geographical basin and off-shore winds almost guarantees the existence of ozone].

Indeed! Plus the ancient lawnmowers scattering clouds of debris and fumes. One was mowing next to my car the other day, when I got in it I could hardly breathe and the stink of petrol/gas lasted for hours.

Hold my breath, hoping the wind is bowing in opposite direction when hiking in hills around me and I begin to hear the sound of their infernal bowers.
Close all vents/windows/sunroof in car if I'm behind/beside one of their spewing, claptrap "camiónes"

There are signs by the freeway roadworks with a number to call if there is too much dust being generated, but leaf blowers can blithely carry on sending huge clouds of it up every day of the week.

Quite a few years back "gasoline" powered leaf blowers were outlawed in L.A.. The law is on the books. Some clever lawyer came up with the idea of using "benzene" to power the blowers rather than "gasoline." I don't think that "benzene" is used anymore, but the law is not enforced.
As for the pickup trucks -- hate to tell you, this may not be a middle America, but in many places newish Ford Pickups are quite common. The Tundras by Toyota are not so bad.
