All time as a US PR is counted, even the 2-year conditional status.

Understood. So when the I-751 is filed late, does a person still remain a PR after the expiry date of the 2-year green card?

To my knowledge, yes, unless USCIS sends out a removal notice. Even then, the case can be re-opened, and to my knowledge no time as a PR is lost.

I believe it's 3 years from the date of residence i.e. Resident Since date on the conditional green card. Now that I've been confirmed as a permanent resident I don't think my late filing bears any relevance to any immigration/naturalization process moving forward.
