Land of Opportunity..?
I am an IT professional with 9 years work experience. I am 28 years old; married with 2 children. I am a Pakistani national working in dubai, UAE on a work permit. I have a masters degree in Computer Science and a whole lot of other qualifications.
Can anyone suggest a lawyer for me for USA..?
Can anyone tell me if I can qualify for USA..?

You won't need a lawyer right now; you first need to find an employer willing to
sponsor you.

Probably. You will need either a college degree, or 12 years of experience, in order
to qualify for an H-1B visa. It sounds like you have both - although given that you
are 28 years old and have nine years of experience, INS or a consulate may question
the validity of your master's degree (you would have had to start university at age
15 to accomplish all that, or worked and gone to college at the same time
- in which case the work experience may not count for much!).
