Default L1 visa question

i already own a franchise in canada and I'm thinking about expanding and buying another franchise in the U.S. ... my question is do I first have to buy the U.S. franchise before I can be eligible for an L1 visa or is intent to buy something in the U.S. enough? thanks

I would think that you would not be able to get an L1 for this. E2 investor visa is what you may get but only if the franchise costs more than $100k
