Most states have two time limits:

One for residents

One for visitors

Mine is a year for visitors and 30/90 days for residents, so make sure you are looking at the right time limit.

Forget all the international license/UK license stuff, I'm still getting over the fact that you failed the test!

Ont the general uselessness of the IDL:
The only time I ever used an IDL, was in China, with the Chinese leaves ripped out. It was to get Chinese price rail travel. I was using it as a phony residence permit, god knows how it worked, but it did. Paid for itself and some.

Per PennDOT @ http://www.dmv.state.pa.us/faq/faq-misc.shtml#Q05

Is an international Driver’s License valid in Pennsylvania?

Pennsylvania honors a valid foreign driver’s license with an international driving permit for a period of up to one year. If the foreign license and/or international permit expires before one year, the individual must apply for a Pennsylvania learner’s permit to continue to drive in this state.

(emphasis mine)

Why don't you just go and take the test again?
