I presume the vehicle has not been formally imported. I won't ask about its current
legality in the US!
You must obtain a letter from the manufacturer that indicates that the vehicle is
certified to meet or exceed the emissions and safety standards in effect at the time
of manufacture, or that it is identical to a vehicle manufactured for the US market
in areas of safety and emissions for that vehicle year.
You take that letter and the vehicle to your nearest customs office and request that
the vehicle be formally imported. It should be possible to do it at an inland customs
port ... most significant cities have a customs port ... call them and ask if they
can do it for you.
You will complete some forms and hey presto, take that and you can register and get
title to the vehicle. Most states will require a vin check.

She'd need to have valid status here ... and she must NOT leave the USA without
applying for Advance Parole, otherwise the AoS goes down the toilet, and you're
separated for a long time.
