Utility companies also don't loan their customers thousands of dollars so they don't exactly need bailing out. About the worst you can do is run up a bill in the hundreds before they cut you off, so their damage limitation is rather minimal compared to banks.

Anyway, I was amused to find a 1­.5" glass screen at the water company, compared to about half an inch at Wells Fargo.

So my issue seems to remain unresolved - tried identityguard.com again and they STILL cannot verify my identity. I am beginning to think there is something very wrong with this.

Can anyone suggest someone I could speak to, to establish whether or not there is a problem?

I think you can contact each of the credit bureaus with your current information and indicate your problem. They should be able to search by any of the information given to try to determine the problem. The problem may only be with one credit bureau since some businesses may only use one.

However first you should use https://www.annualcreditreport.com/cra/index.jsp to check your free credit report with all three bureaus to see if there is something obviously incorrect.

That's part of the problem, through that site I cannot verify my identity with Equifax - who I now believe are the problem; Experian & Transunion seem ok. Trying to contact someone at Equifax seems to be incredibly difficult though!

Yah, that is a problem. There are strict government regulations where the credit bureaus are supposed to correct any problem in a specific period of time (usually no more than one month) but just like the wall street banks, they don't think laws and regulations apply to them.

I have managed to speak to someone at Equifax who also received an 'error' when trying to access my details - amusingly, they couldn't tell me what details were missing, only that there were some missing details, which meant my identity verification was failing. I now have to fax them my SSN & Drivers License details and they reckon it will be fixed inside 3 days.

We shall see.
