I-130 question
 

Does anybody know how long would it take for a I-130 petition to be approved, if I want, as a PR, to bring my son in the US? He is 22 y.o. and single. Does the country of origin (Bulgaria) or the location of the INS Service Center matter? Is there another way of doing this?

This would be an application in family category 2B, and according to the latest visa
bulletin (http://travel.state.gov/visa_bulletin.html), the priority date for that
category is November 1993. Essentially, this means that you are looking at a 9-year
wait for the I-130. It does not matter where you file, because this wait is
nationwide.

What do the processing times indicated at http://www.immigration.com/processing-times/ mean then? I am confused. And if I become a citizen. do I still have to wait 7 years, according to the Visa Bulletin?

While the I-130 may be approved somewhat earlier than the 9 years, the person
petitioned for can not get an immigrant visa until the priority date becomes current.
So the processing times for I-130s in any of the preference categories are pretty
much irrelevant. Or, to be more to the point, they would only be relevant if the
priority dates weren't so far back.

When you petition I-130, the date when INS receives the application, is the priority
date, your unmarried adult son is falling under family 2B category, which takes 7+
years to have a visa number available for him. That's the time you and your son will
have to wait, it is not really "processing" time, but as there is a quota for family
2B every year, and there are more people apply then the quota number - the majoy
reason that causes the delay.

You should probably still file I-130 for your son at this point if you haven't done
so to establish an early priority date, then apply for the citizenship as soon as you
can, upon your receiving your naturalization certificate, if your son remains single
all the time, he will be falling into a faster category - USC's unmarried child, and
he would have a visa number for him sooner.

Your son can't get married while after you file I-130, as once he gets married,
he will no longer qualify for GC holder's "unmarried" child, and the application
will be void.
