HSA and returning to UK

Hey,

I am trying to wrap my head around healthcare for our impending move to Florida, and I think it looks like a high deductible plan with a HSA account seems to make most sense give we are relatively young and healthy and will earn sufficiently well to pay into a HSA.

However, what happens if and when we move back to the UK in the future? I see there is a 20% penalty for withdrawing the cash for non medical expenses while under 65 plus income taxes. However, if we are back in the UK and have no other US income to pay tax on, how does the calculation work?

Would we still benefit from the personal standard deduction and so could withdraw $12k pa. with 0% income tax and only the 20% penalty? Or would we not qualify for the standard deduction and so have to pay 10% + 20% on the first $9k or so? It seems reasonable to deplete the HSA at this rate and pay 30% or so in total if that is possible.

Or can we keep the HSA and use it to pay for UK private medical bills?

I am hoping you knowledgable people might have some experience of this. Thank you.
