I already spent 3 years under j1 status (no HRR)
working at uc berkeley and then left US for 2 years. Am I now eligible to come back again
on J1 visa (under a different sponsor program)???

Yes, you are eligible. There is a "one year bar" connected with J-1
research scholar category, but you have satisfied that. That is, you cannot
obtain J-1 research scholar status if you have spent more than 6 months in
any J-1 status category during the previous one-year period.

Your only problem might be showing temporary intent when you are applying
for the J-1 visa.
