How does INS monitor departures?
Does anybody know how the INS knows if a GC-Holder has left the country?

The airlines swipe either the GC or the passport. It is my understanding
that this data goes to INS.

A friend of mine is a GC-Holder and travels quite regularly
but his card or passport never get swiped...
I know that INS tried this automated I-94 thing but I guess they cancelled it due to financial reasons.

There are several different reasons why this may be the case. First, the
airline may already have his passport number on file if he is a frequent
flyer, and they may just check that his passport is the same when he used
on previous trips.
Or he may not have realized that the airline swipes the passport when he
checks in.

I'm not sure which automated I-94 thing you are talking about. INSPASS?
That is alive and well, but only available at a few airports. I just saw
INSPASS machines at LAX airport a few weeks ago (Tom Bradley Terminal
only, as far as I know).

I think that they always did that, and your friend just didn't pay
attention to it.
I have heard that a recent change (after 9/11) is that they actually submit
the data electronically to INS.
