This could be a genuine question. It's a Homeowner's Association. It sets the "standards" for the neighbourhood ( ). It decides on what colours houses can be painted, flags flown, grass maintained etc. Occasionally it oversteps the mark, and causes disagreement, mild or otherwise.

Alternatively this could be a wind-up. In which case, it's a Nazi club for alleviating the need to keep up with the Joneses by trying to put them down.

Either way, a royal pain in the ar$e.

Home owners association. Good ones keep the neighborhood looking nice ..... prevent you keeping wrecked cars in your yard, keep the common areas maintained, maybe even operate a community pool and leisure complex. Others are just obnoxious - tell you what color you can paint your house, prevent you leaving any car on your driveway, etc.
