Also consider timescale to renew green card ... it's not immediate.

You're not kidding. Mum's last green card took 2-1/2 years! Also I made a mistake on the price, it's $370 now. I just filed the application today and they won't issue a refund. Wish I'd seen your response, I didn't realize there was a second page to this thread until now. The link you gave above has me convinced that citizenship does make sense. Do you have any idea how long it would take to go through the naturalization process?

You seemed to have settled your problems! I, however, have another problem concerning the UK Gratis Passport??
I was sent the O4 Form, but no instructions came with it. So I do not know what "Read Note 8" means,
As my home has no mail delivery, I am obliged to put as my address a P.O. Box in the nearest big town near where I live in Brazil, in 2, but can I put my residential address in "8"? or should it me the other way round - home address in 2 and P.O.Box in 8?
Is it not possible to download the instructions, re this O4 Form. I've searched the entire internet, and can not find them

Can anyone help me? My anticipated thanks!

I've just looked and cannot find it either. It may refer to the following notes...which are for those applying for UK PPs. Hopefully Dean will read your post and be able to help you.

Well, My Jerseygirl friend, I certainly hope Dean will see this, as I've download the C1 instructions, but they do not apply to this O4 Form for the Gratis Passport.

Help, Dean, Where are you? I need your help urgently!

Starting from the broken link, I worked backward to this: http://www.direct.gov.uk/en/TravelAn...port/DG_174097

There is an online application but I didn't check if it includes the gratis pp.

I already sent them the request but the form they sent back is for people living in the UK, the instructions are missing and there are conflicting statements regarding how the photo is to be taken.
Dean's post in this thread explains at least some of that: http://britishexpats.com/forum/showp...13&postcount=6

Hi
If they sent you a particular form, use it.

If you read the page you were given, you'll see these applications go to the UK for processing, hence the form. You really have three options from here, 1. follow the instructions, 2. pay the fee and apply as normal, or 3. forget the idea.
