You must have control of the funds, and the investment must be at risk. For the purpose of measuring the investment, loans secured with the assets of the investment enterprise are not counted. Investments, however, may be prospective, provided that the funds are irrevocably committed to the investment, contingent only upon the issuance of the visa.
There is no fixed amount which is considered "substantial."
It seems that you plan to borrow against your assets and that would be acceptable as it places your funds at risk another criteria considered by the authorities.
Your problem may be that you cannot meet the substantial investment from your own liquid funds.
Suggest you contact an immigration attorney, (see AILA for a list.)
Use a licensed specialist Immigration Attorney and not visa consultants as you have no recourse against the latter and many of them are useless.
On a practical note if you have to risk your home to raise money to acquire a business you may be risking to much to achieve your dream

I know of someone who has a *thriving* gift shop (with an emphasis on tea, although it is not a tearoom) in Asheville, North Carolina, in Biltmore Village, a superb tourist destination in the mountains of North Carolina. PM me and I'll put you in touch with her.
