All employee wages, independent contractor payments, scholarships, fellowships, reimbursements, lodging, benefits
or grants (cash or noncash) from a U.S. source that a foreign visitor receives are taxable unless specifically exempt
from tax by a U.S. law or a treaty. In general, the University is required to withhold federal income tax on foreign
visitor income as follows.

Foreign rental income is treated differently under the treaty, I believe it is specifically exempt , you would have to check.
