Global Entry Program - on L1?

Simple question.

I am from the UK, I am in the US on a L1 Visa, I looked into this a while ago www.globalentry.gov/ and it was only for US Citizens, but when getting an Amex Plat, checked it out again where it suggested those on a L1 could apply.

Is this the case, when I applied many area's like a permanent residence card I did not have and could not easily seem to bypass.

More Complex question - if it's allowed on a L1. ....
In addition my wife, on a L2, would really like to apply, she's was denied entry once, has some visa's in her past that were denied and as a result each time she comes back in she's in Secondary for ages, sometimes they even suggest she's lucky to be let in, not fun when her husband, mum, dad, brother, job, house is all in the US!

Thanks

No idea, but the subject of the GEP was brought up a couple weeks ago, might find an answer in that if you look it up?
